They need to provide a key to the UEFI to be allowed to boot in Secure Boot mode. If installing 64bit Windows 10 or Windows 8 the USB Flash drive must have a bootmgr.efi or SOME sort of ".EFI" file at the directory root. Otherwise on a secure boot enabled system with CSM off I don't think they will be allowed as boot options. Use this tool and under "Partition Scheme" try making your bootable USB drive as a GPT disk. It has three options to choose from if that still does not work.
